Italian grants 2026 for software, AI and ecommerce: which fits
Six live Italian schemes pay for digital projects under opposite rules: a company website is excluded by one and named in another's decree. The map for working out where your spend belongs.
Take an ordinary line item: rebuilding the company website. In the Marche Chamber of Commerce Double Transition Voucher it appears in article 8, among the costs excluded in all cases. In the decree governing Autoimpiego Centro-Nord it appears by name too, but in the list of eligible costs, at item c), as the design and development of promotional web portals.
Same spend, two Italian public schemes alive at the same moment, two opposite outcomes. This is not an anomaly: it is how Italian public funding works, where every instrument carries its own definition of what an investment is and none of them talks to the others.
The practical consequence is that the right question has nothing to do with how much you get. It is which scheme your intended spend belongs to, because that choice decides whether the project is funded at 100%, at 70%, at a subsidised rate, or not at all. This article puts the six routes side by side, says who each one is for, and above all explains which ones stack and which ones rule each other out.
TL;DR
- Six live instruments as of 14 September 2026 pay for software, AI or ecommerce projects: the chamber-of-commerce double transition voucher, Autoimpiego and Resto al Sud 2.0, Nuova Sabatini, the SIMEST Fondo 394/81, the new super-depreciation with the surviving tax credits, and the Invitalia measures for people starting out.
- Who you are counts more than what you buy. A would-be founder and a thirty-year-old SME do not have access to the same instruments, and neither can use the other’s.
- Real grant money sits in two places: the chamber voucher, small (up to 8,000 euros in Marche) with a very tight window, and Autoimpiego, large (up to 40,000 or 50,000 euros at 100%) and reserved for under-35s who are starting a business.
- The rest is finance, not a gift: Sabatini is a contribution on the interest of a loan, SIMEST is a subsidised loan with a 10% grant element, super-depreciation is a deduction.
- Cumulation is where money gets lost. Autoimpiego stacks with nothing, Sabatini stacks with tax credits, the chamber voucher stacks with general tax measures up to 100% of the spend.
- Three rules apply everywhere: costs have to be incurred after the application, the de minimis ceiling is 300,000 euros over three years per single undertaking, and the consulting to prepare the application can almost never be invoiced inside the project.
The six routes, side by side
| Scheme | Form | How much | For whom | Status |
|---|---|---|---|---|
| Double Transition Voucher | grant | 70% up to 8,000 euros (Marche) | active micro and SMEs, by chamber territory | short window, in Marche 30 September to 7 October 2026 |
| Autoimpiego and Resto al Sud 2.0 | grant | 100% up to 40,000 euros (50,000 in the South), or 60-75% up to 200,000 | aged 18-34, not in work, starting a business | rolling, until funds run out |
| Nuova Sabatini | capital contribution | 2.75% or 3.575% on notional interest | SMEs in the business register | rolling |
| SIMEST, Fondo 394/81 | subsidised loan + 10% grant | up to 500,000 / 2,500,000 / 5,000,000 by size | companies with two filed sets of accounts | rolling, AI section from 21 September 2026 |
| Super-depreciation and tax credits | enhanced deduction or credit | varies | companies that capitalise | framework rewritten in 2026 |
| ON, Smart&Start, microcredit | subsidised loan, partly grant | varies | new businesses and innovative start-ups | mixed, one measure no longer paying grants |
The rows are deliberately different in form, because comparing a grant with a subsidised loan cannot be done on the percentage. An 8,000 euro grant and a 300,000 euro SIMEST facility at 0.371% do two different jobs and are not competing.
Who you are counts more than what you buy
This is the part that reverses the order most people use. Look at the eligibility requirement first, at the spend second.
If you are starting out now, and you are between 18 and 34, Autoimpiego Centro-Nord or Resto al Sud 2.0 is the most generous measure that exists in Italy on this ground: it covers 100% of the investment, explicitly names the development of application software, digital platforms and apps, and puts no percentage cap on that item. The price is a near-total ban on cumulation: take this one and you give up the rest.
If you run an active business with a small project, under twelve or fifteen thousand euros, the chamber double transition voucher is the only realistically accessible grant. It covers technology, consulting, certification and training, excludes the company website, and lives in windows of a few days that differ from province to province.
If the project is capitalisable and you also need the finance, Nuova Sabatini pays part of the interest on a loan that can cover 100% of the investment. It works only where the invoice lands in fixed assets, so licences and transferred development yes, subscriptions no.
If the project is about artificial intelligence and runs past a few tens of thousands of euros, the dedicated section of SIMEST’s Fondo 394/81 has the widest cost perimeter to be found in Italy: custom model development, integration with ERP, CRM, MES and SCADA, model APIs, prompt engineering and AI Act compliance.
If you are among the innovative start-ups, the Invitalia measures have their own requirements and amounts, and one of them stopped paying grants during 2026: the kind of detail a six-month-old guide does not carry, and that changes a decision completely.
The same cost, treated in opposite ways
It is worth seeing this on three concrete items, because this is where wrong promises are born.
The company website. Explicitly excluded by the chamber voucher, along with web advertising, SEO and SEM. Allowed, as a promotional web portal, by the Autoimpiego decree. Eligible on the SIMEST e-commerce line where it is a proprietary platform rather than a marketplace, with the domain in the company’s name.
Consulting. Allowed and encouraged by the chamber voucher, which funds digital maturity assessments, digital development plans and external innovation managers. Excluded outright by Nuova Sabatini, which allows no service supply of any kind. Allowed by SIMEST even for preparing the application itself, up to 5% of the approved amount, which is the only Italian case where that item can be invoiced inside the project.
The monthly subscription. This is the item that loses almost everywhere. Under Sabatini it goes to profit and loss and is therefore not eligible. Under the chamber voucher, subscriptions for software the company already owns are excluded. Under Autoimpiego, utilities and rent are excluded and every cost has to be paid inside a window of months. The commercial consequence is sharp: the choice between selling on subscription and selling a capitalised licence changes whether the project qualifies, and it has to be made before signing.
Cumulation, where the money gets lost
Stacking two schemes on the same project is possible far less often than people assume, and the mistake surfaces late, at reporting stage.
| Scheme | Stacks with other aid? | Stacks with tax credits? |
|---|---|---|
| Autoimpiego and Resto al Sud 2.0 | no, except the SME Guarantee Fund and lump-sum unemployment benefit | no |
| Double Transition Voucher | yes, within maximum aid intensities | yes, up to 100% of the cost incurred |
| Nuova Sabatini | yes, within 20% of costs for small and 10% for medium enterprises | yes, the Ministry treats them as general tax measures |
| SIMEST, Fondo 394/81 | de minimis, and no double cover of the same cost | same rule |
Three practical consequences worth holding on to:
- Autoimpiego is an exclusive choice. Articles 15 and 25 of the decree rule out cumulation with tax credits and with any other national, regional or European aid. Taking the 40,000 euro voucher means giving up the rest.
- The most efficient pairing is Sabatini plus a tax credit, because the Ministry does not classify the credits as State aid and so the Sabatini cumulation limits do not apply, subject to the sum of the benefits not exceeding the cost of the asset.
- De minimis sits above everything. The ceiling is 300,000 euros per single undertaking over three financial years, and it takes in the chamber voucher, Autoimpiego, the SIMEST facility and even the value of the tutoring services. Checking your position on the national State aid register belongs at the start of planning, not at the end.
The rules that apply to all of them
There are five, and they do not depend on the scheme.
1. Costs are incurred after the application. This rule burns more grants than any other, and it always starts the same way: being in a hurry to get going. A quote signed and invoiced the week before submission is worth nothing.
2. The quote has to be written with separate line items. Technology, consulting, certification and training carry different rules and caps in nearly every scheme. A quote with one line and a total is the fastest route to a request for clarification, and clarifications have short, strict deadlines.
3. The supplier has to be at arm’s length. No scheme allows invoices from connected companies, from directors or shareholders of the beneficiary, or from their relatives. Some add their own constraints: the Marche chamber voucher caps at ten the number of applications a single supplier may appear in, and SIMEST requires whoever builds an e-commerce platform to have been active for two years and delivered two platforms in the previous two.
4. Payments have to be traceable. Bank transfer, and in some schemes from a dedicated account opened before the first cost. Cash and set-off against the supplier are excluded everywhere.
5. The application does not get paid for out of the grant. Consulting to prepare the paperwork is excluded almost always, SIMEST’s 5% being the exception. Anyone offering to invoice it inside the project is creating a problem for you at reporting stage.
Obsidian Technologies prepares quotes with the line items already separated by cost family and says up front, scheme by scheme, which parts of a software project qualify and which do not: that is the information needed to decide whether to apply at all, and asking for it commits you to nothing.
The mistakes that keep repeating
Choosing the scheme by percentage. Autoimpiego’s 100% and Sabatini’s 2.75% are not comparable: the first is a contribution on the investment, the second a contribution on the interest of a loan covering the whole investment. The comparison is made on money in and money out, not on the bigger number.
Reading a national guide and applying it locally. The double transition voucher is national in design and territorial in delivery: budget, rates, caps, dates and eligible costs change from chamber to chamber. An article saying “the chamber voucher does not fund websites” without naming a province is saying something unverifiable.
Treating the deadline as a detail. Almost all of these are rolling windows in chronological order rather than merit competitions. On a seven-day window with a one-and-a-half million euro pot, arriving prepared is worth more than having the better project.
Waiting for the right moment. There isn’t one. These measures open and close for exhaustion with notices that appear overnight, and the useful time goes into the documents: the self-assessment, the quotes, the contributions certificate, the catastrophe policy, the de minimis position. That work can be done months ahead, and whoever does it arrives ready for whichever window opens.
FAQ
Which grant is best for buying business software?
It depends who you are. For an active company with a project under twelve thousand euros, the chamber double transition voucher, which is a real grant. For a larger, capitalisable project, Nuova Sabatini combined with a tax credit. For someone who has just started out and is under 35, Autoimpiego, which covers 100%.
Can I stack two grants on the same project?
Sometimes. Nuova Sabatini stacks with tax credits and the chamber voucher stacks with general tax measures up to 100% of the cost. Autoimpiego stacks with nothing, by express provision of the decree. Above everything sits the de minimis ceiling of 300,000 euros over three years.
Is an ecommerce site fundable?
Yes, though not by every scheme. The Autoimpiego decree names digital platforms and web portals among eligible costs. The SIMEST e-commerce line funds a proprietary platform under precise rules on domain and supplier. The Marche chamber voucher excludes company websites and does not list e-commerce among its article 7 technologies.
When can I start spending?
After the application is filed, in every scheme covered here. In some the trigger is the submission date, in others receipt of the project code. In none of them are earlier invoices eligible.
Can a sole practitioner apply?
It depends. Nuova Sabatini requires entry in the business register, so professional firms outside it are excluded. Autoimpiego explicitly allows self-employment with a VAT number and professional partnerships. The chamber voucher addresses companies in the register.
Do I need a consultant to apply?
It is not mandatory in any of these schemes, and the cost of that consulting is excluded from eligible costs almost everywhere, so it stays with the company. What is genuinely needed on the technical side is a quote written in the form the call requires and a project description naming the technologies the list provides for.
Do the dates change often?
A great deal. SIMEST circulars were updated five times between December 2025 and September 2026, chamber calls have different windows by province, and rolling windows close with notices published overnight. Any date read in an article has to be rechecked on the awarding body’s site before committing spend.
Which question to start from, and it is not how much
The sequence that works is always the same, and it puts the scheme last.
First look at who the beneficiary is: age, legal form, entry in the business register, years of filed accounts, territory. That filter alone rules out four routes out of six in most real cases.
Then look at how the cost will be booked: capitalised as a fixed asset, or expensed through profit and loss. That is the question deciding between Sabatini and the chamber voucher, and it belongs with the accountant before the supplier.
Only at the end look at how much you get, and by then the answer is usually forced.
If you have a software, integration, AI agent or ecommerce project and want to know which of these six boxes it lands in, and how the quote has to be written to survive the check, let’s talk: half an hour, and it commits you to nothing.
The scheme-by-scheme detail: the 2026 Double Transition Voucher, Autoimpiego and Resto al Sud 2.0, Nuova Sabatini, the SIMEST fund for artificial intelligence, tax credits and super-depreciation, funding for people starting out, the honest map of public money for AI and the rules that get a grant revoked. For a business based in Marche there is a regional layer on top, where only one channel actually reimburses a software invoice and the rest pay lump sums.
